Q. Why is it illegal for folks from Arizona, Iowa, Louisiana, etc. to enter the WCOFF?
A. Well, actually, we don't think it is illegal for people from those states to enter. But our attorneys advised us to reject any principal participant who identifies himself or herself from those states. The reason being that there are some quirky laws on the books in those states that could cause a legal hassle for us down the road. We would rather avoid the hassle altogether.

Q. Can I have a co-manager from Arizona, Louisiana, Arkansas, Montana, Iowa, Vermont, or North Dakota?
A. Yes, co-managers may be from any state. But we are voiding applications which indicate the principal participant is from one of the excluded states.

Q. I want to "overnight" or Fedex my application. Is that ok?
A. Sure. In fact it's a good idea, since you will have a receipt for your package.

Q. Will I get some confirmation that you received my application?
A. Yes, you will get a phone confirmation within 48 hours. And you will also get a room confirmation number from the Hilton Hotel within 7 days.

Q. Are cell phones and laptops allowed at the Draft?
A. Yes to both - but there won't be any internet connection or electrical outlet for laptops.

Q. How many event staff will there be at the Draft?
A. We'll have between 100 Draft Facilitators (two people per Draft). In addition, we will be have about 10 or 12 of our own staff to walk around and answer questions that might arise during the Draft.

Q. Will there be food and drinks at the Draft?
A. Yes, we'll have a deli buffet and non-alcoholic drinks during the Draft.

Q. I'm going to send in my application and payment now, but can I add a co-manager later?
A. Yes, the cut off date for adding or changing a co-manager is August 27, 2003 (unless you have a last-minute emergency).

Q. What time will the Draft start, and how long will we have for each pick?
A. The Draft will start about 11 AM (and should take about 4- 5 hours). Each team will have one minute and thrity-five seconds to make their selection.

Q. Can we get a room for an extra night at the Hilton on either Thursday or
Sunday night?
A. Yes, after you receive your room confirmation number, you may call the Hilton directly to arrange an additional nights not covered on the application. We will give you their phone number and a confirmation code to use when calling.

Q. Can a manager and co-manager share a room at the Hilton?
A. Yes, the room rate is based on single or double occupancy.

Q. What if I don't want to stay at the Hilton on Friday night? Can I get part of my events fee back?
A. Unfortunately, we had to guarantee the guest rooms for Friday night in order to be able to rent the meeting space for the Draft on Saturday. If we didn't guarantee the guest rooms, we couldn't use the meeting space. That's why the cost of the room is built into the cost of the events fee. Anyway, it's a fabulous hotel, and you won't find many (if any) hotels of that caliber for 150 bucks a night (including tax) on that date in Vegas.

Q. Where, exactly, is the ESPN Zone in Las Vegas?
A. They are in the New York, New York Hotel across the street from the MGM Grand. For more information, you can call them directly at 702-933-3776.

Q. Since the Draft is the day before the regular season begins, how will we submit our starting lineups?
A. We will ask everyone for their Week One lineups before they leave the Draft. Immediately after the Draft, members of our staff will input the starting lineups and all the rosters onto the WCOFF web site. You may make roster changes on Sunday morning by emailing your changes to webmaster@wcoff.com

Q. Clause 21 of Section I says that all the prize money will go to the principal participant. Doesn't that mean if a co-manager and principal participant agree to split the money, the principal participant will incur a tax liability for the full amount of the prize winnings?
A. We consulted a tax attorney and a CPA about this issue. We were told that if there is an agreement (preferably written) between the two (or more) parties, the IRS will view the giving of money from one party to another as the obligation of a contractual agreement. In short, each individual will be responsible for paying taxes on his or her share of the prize money. Please consult your own CPA or tax attorney for advice on this issue.
